North 24th St Streetscape Improvements

The purpose of this project is to enhance the safety, accessibility, and aesthetics of North 24th Street from Ohio Street to Sahler Street.

Project Features

City presented project updates at BID's 2026 Partners Meeting on 2/23/26. The next Partners Meeting is scheduled for 10/26/26.
An informal BID Open House meeting is scheduled for May 6, 11:00am - 7:00pm. Stakeholders and resident are invited to attend any time during these hours to browse the 90% design and ask questions. Key points regarding this meeting to keep in mind are:
- NEPA has been completed and approved.
- This meeting is not a public involvement meeting.
- The purpose of this meeting is to share information.
- The City is not soliciting feedback on the current design.
- Final plans are expected to be submitted to NDOT by May 15, 2026.
City received Notice to Proceed with Right-of-Way (ROW) process on 12/29/25. The remaining tentative ROW schedule is as follows:
- 1/26/26/ - 4/03/26 Primary appraisals (50 working days)
- 4/06/26 - 5/01/26 Review appraisals (20 working days)
- 5/04/26 - 5/15/26 NDOT review (2 weeks)
- 6/01/26 Make offers and begin negotiations
- 7/20/26 Start condemnation proceedings if necessary (no later than)
The City's subconsultant, Wilson & Co., has finalized conceptual designs of roundabout projects at Binney, Sprague, and Hamilton. These potential future projects are not in the current project due to funding limitations.

Confluence joined the design team as a subconsultant to Schemmer to provide master plan conformance review and landscaping design.
- Received notice to proceed (NTP) on 2/3/2026.
- Responsible for the North 24th St Streetscape Master Plan in 2020-2021 (https://confluence.mysocialpinpoint.com/north24)
Schemmer and Confluence received final design NTP on 3/11/26.
Draft PS&E (90%) Plans submitted on 4/16/26 are currently under review by the City and NDOT. Reviews are scheduled to be completed on 5/1/26.
City Planning anticipates providing administrative approval: therefore, a formal submittal to the Urban Design Review Board is not required. 100% Plans to be submitted to City Planning at the same time as NDOT.
