North 24th St Streetscape Improvements

The purpose of this project is to enhance the safety, accessibility, and aesthetics of North 24th Street from Ohio Street to Sahler Street.

City presented project updates at BID’s 2026 Partners Meeting on 2/23/26. The next Partners Meeting is scheduled for 10/26/26.
The City’s subconsultant, Wilson & Co., is finalizing conceptual designs of roundabout projects at Binney, Sprague, and Hamilton. These potential future projects are not included in the current project due to the funding limitations.
City received Notice to Proceed with Right-of-Way (ROW) process on 12/29/25. The remaining tentative ROW schedule is as follows:
- 1/26/26 - 4/03/26 Primary appraisals (50 working days)
- 4/06/26 - 5/01/26 Review appraisals (20 working days)
- 5/04/26 - 5/15/26 NDOT review (2 weeks)
- 6/01/26 Make offers and begin negotiations
- 7/20/26 Start condemnation proceedings if necessary (no later than)

Confluence joined the design team as a subconsultant to Schemmer to provide master plan conformance review and landscaping design.
- Received notice to proceed (NTP) on 2/3/2026.
- Responsible for the North 24th St. Streetscape Master Plan in 2020-2021 (https://confluence.mysocialpinpoint.com/north24)
Schemmer and Confluence are coordinating design as they await environmental (NEPA) approval and NTP for final design.
Schemmer continues to work with City ROW Division during appraisal process.

HDR is completing final updates to the Categorical Exclusion (CE) document and intends to submit to NDOT on 3/9/26 and route for final signatures and NEPA approval within the week.
